Interior lighting is judged by what it delivers inside a room. Exterior lighting is judged twice: once by what it delivers on the site, and again by what it delivers to everyone who did not ask for it. This second consideration is where facade lighting, illuminated signage and car park lighting can encounter approval difficulties. It is addressed by AS/NZS 4282:2023, the standard for controlling the obtrusive effects of outdoor lighting.

The distinction worth understanding early is that the Standard does not assess only the illuminated site; it also considers effects beyond it. A facade lighting scheme can be exemplary as a piece of design and still fail because the relevant questions include how much light reaches a resident's window, what glare a driver experiences when approaching an intersection, and how much of the installation's output is emitted into the night sky.

Environmental zones set the threshold

For private exterior lighting, the applicable obtrusive-light limits depend on the darkness of the surrounding area. Environmental zones range from A0 to A4, from intrinsically dark environments through rural and low-brightness districts to high-brightness urban centres. For sports lighting designed for 4K television broadcast, the TV environmental zone applies during the broadcast.

For public lighting assessed under Section 4 of AS/NZS 4282, the applicable public-lighting zones in Table 4.1 are:

V: Traffic routes lit to a V category under AS/NZS 1158.1

R1–R3: local roads and local area traffic management devices lit to a P category under AS/NZS 1158.3.1

RX: pedestrian crossings lit under AS/NZS 1158.4

The correct evaluation zone should be identified from the project location, the type and purpose of the lighting, the requirements of the relevant authority, and the surrounding environmental conditions.

What aspects are assessed?

Four principal quantitative measures are used to determine whether the obtrusive effects of an installation are within the applicable limits:

Spill light at windows. Vertical illuminance is assessed at the windows of potentially affected residential properties. This measure addresses whether light enters living and sleeping areas and is assessed at the most affected relevant receptor, rather than averaged across the surroundings.

Luminaire intensity towards the observer. The luminous intensity emitted by a luminaire in the direction of a potentially affected observer is controlled separately from illuminance. A luminaire may produce little spill light on a facade yet still appear uncomfortably bright when viewed directly.

Upward light. The proportion of an installation's output emitted above the horizontal contributes to sky glow. Facade uplighting and unshielded signage are particularly susceptible because light that misses the intended surface is directed into the night sky.

Luminance of an illuminated surface or sign. For illuminated signage and facades, the average luminance of the lit surface is assessed. A brightly illuminated sign may satisfy the spill-light limits but still exceed the luminance limit applicable to its environmental zone.

Where an installation may affect users of an adjacent transport system, disability glare is also assessed using threshold increment, as the concern shifts from amenity to safety.

Curfew

Where a curfew applies, more restrictive limits are used during the nominated curfew period. This may require the lighting installation to operate in two states: a non-curfew state and a reduced curfew state.

The curfew condition determines the applicable limits for maximum vertical illuminance at adjacent residential properties and luminous intensity towards potentially affected observers. Curfew is typically between 11:00 p.m. and 6:00 a.m., unless otherwise specified by the relevant authority. Where no curfew applies, the relevant non-curfew criterion depends on the installation type: L1 applies to a new installation, while L2 applies to the replacement of an existing lighting installation.

What an assessment report contains

An obtrusive-light assessment combines calculation with a clearly documented justification. Its conclusions must be traceable by the assessor or consent authority.

The applicable environmental or public-lighting zone, with the reasoning behind the classification.

The receptors assessed — including relevant windows, road users and viewpoints — and why they represent the governing cases.

The calculation model, including luminaire photometric data, aiming angles, mounting positions, shielding and accessories, represented as they will be installed.

Results against each applicable limit under the relevant non-curfew and curfew conditions.

Mitigation where a limit is approached or exceeded, such as shielding, louvres, revised aiming, reduced output, a tighter distribution or a control strategy.

Any residual effects, including results that remain above a limit and the basis for any proposed justification or authority acceptance.

This final point often separates reports that are accepted from those that are returned for clarification. A claim of universal compliance that does not disclose marginal or non-compliant results invites scrutiny of the entire assessment.

Exclusions

An AS/NZS 4282 assessment may not be required where the proposed lighting falls within an exclusion specified by the Standard. These exclusions include certain entertainment and festival lighting, emergency warning and wayfinding lights, navigation and aviation safety lighting, traffic signals and signage, vehicle-mounted working lights, flags illuminated in accordance with government protocol, and temporary sports lighting. Unless otherwise specified by the relevant authority, the exclusion also applies to public lighting as specifically defined in Clause 1.3.24: lighting provided for safety and security on public roads, cycle paths, footpaths, pedestrian movement areas within public parks and gardens, and on-road parking. This definition does not include off-road car parks or every lighting installation located in a public place. Temporary lighting operating for less than one month may also be excluded. Limited exclusions apply to qualifying small decorative lighting systems, approved public artworks and classified heritage facades, provided they do not affect environmentally sensitive areas or observatories. Each exclusion should be confirmed against the precise definitions, conditions and relevant authority requirements in AS/NZS 4282.

What approval usually turns on

In our experience, approval hinges on selecting and justifying the correct environmental or public-lighting zone, applying the appropriate curfew condition, and demonstrating that the calculation model accurately represents the proposed installation and the most affected receptors. Assessments are most often returned when these assumptions are unclear, unsupported or inconsistent with the design and its intended operating conditions.

Three places facade and signage schemes go wrong

Uplighting without a stopping surface. Grazing a facade from below is effective where the building intercepts the light. Where the beam continues beyond a parapet, setback or edge of the illuminated element, the excess becomes upward light with no design benefit. Careful aiming, shielding and a distribution matched to the surface can resolve the issue and usually improve the appearance of the scheme.

Luminaires aimed across a boundary. A wall washer positioned to illuminate a facade evenly may, from the opposite side of the street, be directed towards a residential window. Reversing the strategy — for example, lighting from above and behind rather than from across — can reduce spill light, but the required mounting position must be planned early.

Signage specified for maximum impact. Illuminated signage is often designed to be visible from as far away as possible, but the applicable luminance limit is determined by the environmental zone, not the desired visual impact. Establishing the permissible luminance before the sign is designed can avoid redesign after lodgement.

When to bring the assessment into the program

The assessment should be undertaken before lodgement and early enough for its findings to influence the design. Once a scheme is fixed, the assessment can only determine whether it complies. During concept design, however, it can establish the constraints within which the scheme is developed — including mounting positions, aiming, light distributions and curfew operation — so compliance becomes part of the design process rather than a hurdle at its conclusion.
